Position Overview
The Technical Program Manager is a future-oriented thinker responsible for oversight of OCHIN’s initiatives relating to the implementation and adoption of tools and technologies comprising the technical program portfolio. The Technical Program Manager works with OCHIN leadership to define program goals that support the organization’s strategic direction, works across OCHIN teams to manage activities and projects contributing to those goals, and manages OCHIN’s relationship with vendors. This position is responsible for communicating throughout the organization and with the vendor to ensure stakeholders are aligned in support of program activities and are aware of products, projects, and strategic initiatives related to the tech program portfolio.

Job Responsibilities:
- Supervise and coach a team including, but not limited to, Product Engineers and Analysts
- Actively seek opportunities to add value to OCHIN’s technical program portfolio for Members
- Develop OCHIN’s technical program to support the strategic direction of the organization, and organize activities in accordance with the mission and goals of the organization
- Set, manage, evaluate, and update program goals in partnership with OCHIN leadership
- Work with Product Engineers to align technical program portfolio with program goals
- Ensure activities and initiatives are executed in a timely manner and are meeting program goals
- Monitor and seek to improve adoption rates and change management for new and existing tools and technologies
- Embody OCHIN’s culture of improvement by using tools and methodologies such as the Model for Improvement and PDSA Cycles to drive change and improvement within OCHIN programs
- Provide regular reporting regarding the technical program portfolio and activities Maintain an awareness of policy and industry developments that will impact OCHIN’s tech program portfolio; align tech program portfolio with industry trends
- Work with OCHIN’s Marketing and Communications Team to develop materials and communications specific to the tech program portfolio
- Cultivate, build, and maintain relationships and communication with vendors to ensure awareness of issues, the progress of work, upcoming enhancements, and new opportunities.
- Cultivate, build, and maintain relationships with internal and external stakeholders to enhance awareness of the tech program
- Other duties as assigned.

Job Requirements:
- Bachelor’s degree in healthcare IT, healthcare administration, business administration, public administration, program or project management, product management, health informatics, or a related field is required. Candidates with a Master’s Degree will be given preference
- Minimum of six (6) years of experience in a similar or relevant role; seven or more (7+) years of applicable experience desired
- Minimum of two (2) years of supervisory experience or leadership roles within technical or healthcare teams highly preferred
- Experience using methodologies and tools such as the Model for Improvement and/or Lean, preferably in a healthcare or IT setting
- Experience with program or project management with IT/technical projects or equivalent experience (PMP preferred)
- Experience with product management or equivalent experience
- Experience with facilitation and change management
- Clinical experience or operational experience in a clinical setting preferred
- Proven success in internal and external relationship management with all levels of expertise from administrative to executive
- Technical aptitude to understand and obtain the knowledge required to effectively collaborate with technical teams
- Excellent communication, interpersonal, intercultural, and customer service skills
- Strong training and/or presentation skills
